The second floor is interesting enough for small kids around grade 1 but nothing really special to come back for. There is a nice miniature store, pizzeria, bank and doctor office for kids to play as well as some small air flow experiences. If you passing through the town and have kids of appropriate age they will probably enjoy the time there. But I wouldn't do any detours just to visit this place.
I took my daughter and she loved it. There are 3 floors, some are better for toddlers and some for older kids. It isn't the biggest children's museum within driving distance, but my daughter (almost 3 years old) had a great day and didn't want to leave.
Hours of fun and so much learning to be had. We had almost as much fun as the munchkin did. We received a membership as a birthday gift for our daughter and it was one of my favorite gifts we got.

Lot of fun things for kids. Only downside is one of the three floors is under construction. Parking is hard to find and you have to pay for it, unless you go on a Sunday and its free to park on the street.
